You should have HUPped the daemon, though.

It isn't dodgy. This is the correct way to do most Exim upgrades (just
copy Local/*). The only exception at present is Exim 1.xx or Exim 2.xx
-> Exim 3.xx because the format of runtime configuration files changed.
It may happen again for 4.xx some time in the future. But for minor
version changes, this is the way it is designed to be upgraded.
