This is a bit similar to the problem of running exim on a
not-permanently-online host.

1) If you have some way of being notified that the domain has appeared
(e.g. you receive a login request over a dialup line) then it's easy: run
"exim -qf" to unfreze messages. You may wish to be more specific by
scanning the mail log in a shell script and only unfrezing messages with a
matching domain, but I am unsure this is worth it.

2) If you do not have some way of being notified that the domain has
appeared, then you must make a way. For example:

a) ping them every e.g. 30 secs with *one* ping. If it comes back, have a
go sending using exim -qf.
b) get the domain relay to contact you, then use that contact to do an exim -qf
c) set up an IMAP or ODMR mailbox.
