Exim is trying to mail to a user called start, the way you called it ;)
Try /usr/sbin/sendmail -bd -q15m (or /path/to/your/exim -bd -q15m) instead.
Oh btw - if it is a redhat or similar box, /etc/rc.d/init.d/sendmail start
will do very nicely I expect, if you are replacing sendmail with exim ;)
