This is on the Wish List (no. 93). It is hard because of the security
issues. By the time Exim is running the SMTP deliveries, it has given up
all root privilege. Therefore, it can't go back to do local deliveries.

Until there is a major reworking, the only thing you can do is use
fallback_hosts somehow.
