[Exim] Problems with exim forward

I'm having some difficulties getting .forward files functioning
correctly on exim.

Problem is regardless of the user exim ignores the .forward file in
anyones home dir.

Heres a snippit of my configuration for exim:

user_forward:
driver = forwardfile
no_verify
check_ancestor
file = .forward


Exim has access to /home the users home directory and the .forward file
for reading, there are no parse errors in the configuration file that I
can see. The main.log and panic.log and reject.log say absolutely
nothing about the email message when I try and send a test message. I'm
very frustriated with it, hopefully someone can shed some light on
this. As far as I can see exim just is treating every message that goes
through as a normal message, even if I have a .forward in the home dir
it's simply ignoring it. I've even gone as far as double checking that
the directories in /etc/passwd for the home dir are correct.
