[Exim] message size limit by user?

Hi,

i'm asking if there´s any way to limit maximum message limite by user
email address.
Or even if its possible to allow local (inside) traffic to have a
different max message limit from the one that goes for outside local
domain.
If that´s possible i´d like someone gives me an idea who to implement
this features.
