[Exim] forbid_specials - not quite right :-)

Hi,

Looking through the NewStuff file with the latest snapshot refers to
'forbid_specials' in point 24 of Exim version 3.14. This is not quite right
and should be 'forbid_special'. The ChangeLog has the correct spelling. You
have been warned...:-)
