I would expect spaces within quotes to be significant. Indeed, the
formal syntax in RFC 822 actually says "including linear-white-space" in
its definition of qtext, the characters inside quotes.
But anyway, %20realusername is perfectly valid as a local part in
RFC822, as is "%20realusername".
