There is nothing you can do at your end about this. You need to contact
an administrator of that host to find out why it does not accept your
host's SMTP calls.

There's not much to say about this. Your Exim makes a TCP/IP call to the
SMTP port of the remote host. Instead of sending the intitial greeting
message that starts an SMTP session, the remote host closes the
connection.
