I had the exact same problem at my previous workplace.
The 'quick & dirty' fix I found that worked 90% of the time was to simply
reboot the windoze computer.
Have you checked the rejectlog (/var/log/exim/rejectlog), it would record
why exim rejected the connection. It could be something simple like a
message size limit, which Outlook gives this exact same message for.

But the best solution would be to upgrade your server. Before I left I
got the system upgraded to Debian 2.2, installed the 'woody' (3.16) versions
of Exim, and even upgraded the system to a Celeron system with 64Meg of RAM.
In the weeks I was still there I never saw the "No Transport Provider"
message except for the users who didn't understand why 30 minute MPG files
were larger than 5Meg....
