What are the settings on the SMTP transport used for the router handling
these emails?
Are you setting "max_rcpt = 1" so as to fiddle some headers, as some
mailing-list software wants? If so, then that's a consequence of using
that mailing-list software, which is deliberately requiring Exim to not
handle email in an efficient manner.
