[Exim] Apache or server hardware??

Hi there:

Our search engine runs webinator on apache 1.3.12, but
for some reason the whole server has gone down:
error message in IE browser= "Cannot find server or DNS error"
even though I can still ftp and telnet to the server.

Is this a hardware problem or is something up with apache?
I have just tried to install php4.0.3l1p without success, but even then
the server was fine. (Have now removed the php4 installation anyhow)

I sincerely hope you can help me or I am in the s**t.
