If you are specifying domains instead of networks, then exim has to do
a reverse lookup (get name from IP address) for each request. If there is
no reverse (PTR) record it will reject like that. Note that just because
there is a forward look-up doesn't mean that there is a reverse lookup, as
many sites are misconfigured that way.

Seeing that the net is 10.0.0.0/8, the network that doesn't have proper
reverse look ups, is your own.

Anyway take a look at +allow_unknown in things like
host_reject_recipients.

Try +allow_unknown.
