In the doc directory in the Exim distribution, there is a file called
pcre.txt. It specifies the Perl-Compatible Regular Expressions that Exim
uses. There is a feature for doing caseless matching.
Also in the doc directory, there is a file called filter.txt. It
specifies the filter language. There is a feature for doing
case-independent text comparisons.
Either of these will solve your problem.
