Not true, I'm afraid.
Exim has no concept of "the alias DB". You can configure any number of
alias files. They don't have to be files that are rebuilt - they can be
linearly searched (sensible if they are short).
If you do symlink newaliases to exim, it behaves as "exim -bi". What that
does depends on the setting of bi_command, which by default is unset.
When it is unset, running "exim -bi" is a no-op.
Therefore, just doing the symlinking achieves nothing, but you can, if
you want to, set up bi_command to run some script which does stuff like
rebuilding aliases if you need that functionality.
