Why not do this:-
# director using fixed (ie not per-user) filter
filter4all:
driver = forwardfile
file = /etc/exim/user_filter.exim
no_verify
no_expn
check_ancestor
filter
file_transport = address_file
pipe_transport = address_pipe
reply_transport = address_reply
You can have a standard user forward/filter director as well.
