This error is the one you get for a require_files setting when one of
the entries in the list is "webmaster". It suggests Exim couldn't find
that user. Do you have a /etc/passwd file, or some other means of
keeping the data about users? If you are using NIS, say, and NIS was
down, you might get an error like this.
