As far as I'm concerned, it can do what it likes as long as the
behaviour is documented. It is. I was a little surprised when
I found Bcc: lines being left in (yes, I'm a mutt user), but
adding a line to a configuration file is hardly an onerous task.
People who want to package exim for "users" can then set
always_bcc=true in their configuration generators.
