This isn't an answer to your original problem, but I thought I should
say something about the '-N' option. It is very old, not really intended
for use on live systems, and I haven't really sorted it out very well.

Basically, if you run exim with -N, it applies *only to that run*. So if
you submit a message and it happens not to get delivered immediately
(because of, say, a routing failure, or a "freeze" in a system filter),
it will sit on the queue and there is no memory of -N saved with it. So
a queue runner might some along and deliver it.

I guess messages submitted with -N should never be saved. I should take
a look at -N sometime and try to get a better spec for it.
