The problem is in the interaction somewhere. I looked at it, and
ignored the wrapper entirely which is what I prefer doing anyway. All
it does is set the correct user/group for the program it them runs.
I (and others) have submitted exim configs for working with rt before.
Search the rt or exim archives.
