He's not an open relay unless the mail actually gets delivered to the
address referred to by user%domain.com (Assuming that 'domain2.com' is
a local_domain for his host). It is perfectcly acceptable to accept
such mail, and then have it choke inside ones server ;) Of course, from
the point of view of the server admin, it is much nicer to reject it at
SMTP-time instead..
