[Exim] Spool file locked

I removed the references to zmailer from /etc/init.d and /etc/rc?.d, rebooted, cleared the spool, initiated an exim msg from the command line and dialed out to my ISP. The spool is still not emptied and exim -d9 -M xxx...xxx produces the same output as previously posted and is not forcing delivery
