[Exim] HELO

Sometimes (often) exim can't get a reverse lookup, so you get something
like this:

Received: from [210.154.43.178] (helo=zener.co.jp)

I've got .jp blocked in my hosts_reject_recipients (among other countries),
but in these cases, the domain doesn't get blocked. Is there any way to
have the hosts_reject_recipients option process based on the HELO if the
lookup isn't available?
