Yes. The default lookup uses host names. If you want to search on IP
addresses you must use one of the net- formats. This should definitely
be in the FAQ; it comes up a lot. I will add it soon.

A host has two attributes: a name and an IP address. You have to tell
Exim which one you want to use as the key for a lookup. (It *could* be
written to try both, but that, IMHO, would be a wasteful way of
proceeding.) The availability of net- searches was added to Exim after
the original search was made available. Perhaps if I was doing it again
I wouldn't have plain search names - I would force you to use either
ip-lsearch or name-lsearch so that the distinction was clearer.
