This is definitely failing a relay check; it hasn't got near
sender_verify yet. The relay is failing not because of the host, but
because of the sender. That's why it says "(sender)".

There you go. You are only permitting relays from those specific
senders. This message has an empty sender (it's a bounce message), and I
bet you have forgotten to allow for them. Change your configuration to

sender_address_relay = ":seol.net.au:lsearch;/etc/virtualmail/ALLDOMAINS"
