Yes, it has the form of a "domain literal". It's still never going to
match a host name or a domain name, however, which is what Exim uses for
selecting retry rules.

Note that even in RFC 822 itself (now 18 years old), we find

        Note:  THE USE OF DOMAIN-LITERALS IS STRONGLY DISCOURAGED.  It
               is  permitted  only  as  a means of bypassing temporary
               system limitations, such as name tables which  are  not
               complete. 


"Name tables" have long since been replaced by the DNS.
