IMHO, you have to test the incomming mail against a list and that is what
this query is doning:
relay_domains = mysql;select Domain from Domains where Domain="$key"

PS: maby it's better quouting this...
    relay_domains = mysql;select Domain from Domains where
                    Domain='${quote_mysql::$key}'
