[Exim] quastion about pipe

I write some script that adduser/modify/delete account on perl. So, i have

an alias:
parser:         "| /usr/local/parser/parse.pl"

When i trying to send mail to parser@hostname exim return an error:
    generated | /usr/local/parser/parse.pl:
    Child process of address_pipe transport returned 69 (could mean service
or program unavailable) from         command: /usr/local/parser/parse.pl

What's wrong?
