This is a bug. In the 3.16 release there is the following ChangeLog
entry:
4. Change 8 of 3.15 was bungled, leading to a message which had been frozen in
a system filter being discarded when manually thawed instead of delivered,
under some circumstances.
I had hoped to put out the 3.16 release tomorrow. Unfortunately, a
tricky problem with it has been found. I have sent a fix to the tester
for more testing. I hope it will soon be sorted so that 3.16 can be
released soon.
