No. At least, not unless there is some information we do not know about.
What do you get if you run
exim -bt xxx@???
on that host? Does it still say "lowest MX points to local host"? If so,
please send me the output of
exim -d9 -bt 123.com
and also your configuration.
The "MX points to local host" error occurs during routing - long before
it ever tries to connect to any host. So the fact that 123.com is down
should have nothing to do with it.
