[Exim] lowest MX record - strange situation

I have strange situation with one domain (I named it 123.com and it's
not real name so please don't be confused by that).

All mails are frozen like this:

2000-07-10 15:07:40 13BcLa-0005Dv-00
<=sentto-185859-432-963230769-if=123.com@???
H=ej.egroups.com [208.50.144.75] P=smtp S=5332
id=00ce01bfea67$b1d8cdd0$0244a8c0@ksf from
<sentto-185859-432-963230769-if=123.com@???> for
if@???
2000-07-10 15:07:40 13BcLa-0005Dv-00 lowest MX record for 123.com
points to local host
2000-07-10 15:07:40 13BcLa-0005Dv-00 == if@??? R=lookuphost defer
(-1): lowest numbered MX record points to local host
2000-07-10 15:07:40 13BcLa-0005Dv-00 Frozen

In the same time list of MX-records looks like:

$ nslookup -q=mx 123.com
Server: localhost
Address: 127.0.0.1

123.com preference = 30, mail exchanger = relay2.mydomain.com
123.com preference = 20, mail exchanger = mail.123.com
123.com preference = 10, mail exchanger = mail.123.com
123.com preference = 20, mail exchanger = relay.mydomain.com
123.com nameserver = mail.123.com
123.com nameserver = ns.mydomain.com
123.com nameserver = nss.mydomain.com

Exim-host is relay.mydomain.com

Comment (or the clue): host mail.123.com is down.

But why exim doesn't try to deliver it to mail.123.com every time
because of lowest MX ?

Any ideas are welcome.
