Looks like it needs you to tell it where the LDAP include files are, and
you haven't done that. You need to put something like
LOOKUP_INCLUDE=-I /usr/local/include
in your Local/Makefile. Check that /usr/local/include/ldap.h defines a
structure called LDAP.
You may also need to have
LOOKUP_LIBS=-L /usr/local/lib
