Sounds like a DNS lookup timing out ...

And that looks like it failed to find reverse DNS for 192.168.1.137.

The 213.188.254.254 box hasn't been set up to know how to resolve the
192.168.1.137 address.
Two main options:
Exim specific - read the documentation on the ``host_lookup''
configuration option, and address lists
Talk to your DNS administrators and determine if you want internal DNS
for 192.168.
