No message is sent to the sender when the receiver has reached a quota
limit, until the message is bounced when it times out. See chapter 36,
"Customizing error and warning messages" for customizing bounce
messages.
For the message sent to the *receiver* when the warn threshold is
crossed, see quota_warn_message.
