I have tried a few more tests and the problem here seems to be when users
post via an MS Exchange server first:
Client -> MS Exchange -> Sendmail (mail.rmplc.net) -> Exim

If I post directly to the Sendmail server, the behaviour is as you
describe - the filter is applied:
Client -> Sendmail -> Exim

This is not the case - a system filter is applied to every message.
Why do you assert this is not the case?
