I have just put Exim 3.15 on the master ftp site:

This is a bug-fix/tidy-up release - details in doc/ChangeLog. However,
there are a couple of minor changes, documented in doc/NewStuff:
(1) A new option called "timezone", introduced as discussed on the
mailing list in order to handle the timezone problem better.
(2) Following a suggestion by Jeff Goldberg, I'm changing the
terminology to talk about directors and routers "declining" addresses
instead of using the word "fail" with two different meanings. To fit in
with this, the values of the "self" options that were "fail_hard" and
"fail_soft" now have synonyms "fail" and "decline", and these will
become the preferred words.
