[Exim] Force Accept of inbound mail

I am getting ready to bring our new 150+ domain virtual box online...
I am unsure we have the virtual aliases configured perfectly
for all of the virtual domains.

Is there a quick config I can add to the exim_config to force accept
and freeze of non-existant users inbound mail for later processing once
we have the configuration correct?
