Thats how filters work - all they do is setup deliveries, they dont
actually do them. However, deliveries can be to a program via a
pipe. From the debug output below, it looks like you need to set:

| message_filter_pipe_transport
| 
|     Type:    string
|     Default: unset
| 
| This sets the name of the transport driver that is to be used when a
| pipe command is used in a system message filter.
