Aha! Then you need to upgrade to a later Exim. This is from the
ChangeLog for 3.14:
3. Transport filters were not working for SMTP output. This has been broken
since the reorganization of release 3.033.
I didn't think to mention transport filters, as you hadn't said anything
about them. Sorry about that.
