There is not a lot of point - no MTA would parse that response (other
than taking it as a positive/negative reply).

In the first case the MTA has accepted the message and is dealing with
it.
In the second it cannot/will-not deliver. The bounce or additional
info will give the end use whatever information is appropriate.

RFC821 is showing its age - when it was written the internet was a
co-operative group of systems rather than a jungle. Several of its
features have not been implemented for years, unfortunately there has
been no major rewrite.
