This problem has been seen in circumstances where the configuration uses
a variable such as $h_to: for some purpose. For example, a filter file
containing

if $h_to: contains .....

If a rogue message contains a To: header that is enormously long, it can
then provoke this error message. I will take a look when I get a moment,
and see if there is any improvement that can be made.
