There isn't a really pretty solution to this that I'm aware of, but you
could consider setting up virtual interfaces on your server and run a
separate exim daemon on each interface. Have a different size limit in
the configuration of each daemon, and MX the domains accordingly.

What would be really neat would be to allow two extra options in each
entry for local_domains, relay_domains and host_accept_relay, one for
max recipients and one for max message size.
