The problem is that addresses listed in the To: header are _not_
the recipients. And people who deal with MTAs must understand
it. What if your internal user forwards his mail to an external
address? What if he just bounced a message he received to his
friend outside the company? What if it's a message from a
mailing list? Or spam?
And another thing. Don't you people think that if the solution
were so simple, tens (hundreds?) of people on this mailing list
wouldn't think of it?
