I should think that in 99% of cases the correct charset will be
found without difficulty in a Content-Type header a bit later
on ...
If it isn't then the sender has only himself to blame if the MTA
encodes it any way it chooses, such as a system-wide default.
Urgh ... of course in a MIME message, the Content-Type header
could be in the first attachment, which means going down into
the message body ... Yuck.
