Frozen messages stay in the queue, but are not touched for any delivery
attempts - basically they are waiting for manual intervention.
Messages are frozen when there is a minor configuration error in exim -
ie alias file includes a file which doesn't exist, or when a message
cannot be delivered due to something like an addressing error - the
standard is when a bounce message is generated for a message which had
an invalid sender. Since you cannot bounce a bounce message exim
freezes it instead.
Many people also use freeze within system filters to catch and hold
mail which meets some criteria - ie possibly spam etc.
