If percent hack is off exim will not by default do anything with that
local part other than treating it as a localpart.
If you have any rewriting rules that do % changes that don't correctly
check the domain to be rewritten as, then this kind of spam can be
relayed.
If you send your config file in then someone can probably help futher.
