Many people have mail administration thrust upon them, so this could
occur. Is it possible to produce a program to test whether such a case is
likely to arise? The person could run this as part of the build process
and know what value to pick.

I would say that Exim is very robust and that this is a good thing, so I
would suggest that the cautious approach should remain the default, and
the people who know what they are doing can "soup things up" with
reference to caveats in the manual.
