Check rbl_hosts
In Exim 3.x, rbl_hosts uses the "unified host list" that allows specifying
both hosts to check (by default, *, all of them if rbl_domains indicates RBL
is being used) *as well as exceptions indicated by negated items*. See
spec.txt 7.15 Host lists
