[Exim] delaying mail delivery

Hi

I want exim to delay delivery of messages (external mail) and to queue for
delivery only when I dial-up and connect to my ISP.

At the moment I start exim with the command
/usr/local/exim/bin/exim -bd -q1h but as soon as I send a mail my box dials
out.
