I have just put Exim 3.13 on the primary ftp site:

There is also a patch file from 3.12 in the same directory. Details of
the changes can be found in the ChangeLogs file in the same directory
(as well as in the distribution, of course).
This is primarily a tidy-up/bug-fix release. However there are four
small specification additions (which are in fact sort of tidy-up
things).
